It does not matter: in their minds the Roman Catholic Mass is already banned. And - sooner or later - they will do it practically. It is the logic of the Second Vatican Council reforms. If they don't completely ban the Traditional Mass, it means that the premises of the liturgical reform in “Sacrosanctum Concilium” are wrong (or - at least - exaggerated). They will never admit such a thing.
